A string of lights, from design and measurement to certification and shelf, runs into different bodies at different stages. Get their division of labor wrong and preparing for compliance feels like wandering a maze. This piece doesn’t go deep into any single standard—it draws a map to help you find your bearings in this jungle of acronyms.
Why there are so many standards bodies
There are so many bodies because ‘standards’ themselves have levels and a division of labor.
Some bodies govern a technical field (electrical vs. optical vs. telecom), some govern a geographic scope (international vs. regional vs. national), and others do safety certification rather than write specifications. A product often falls in several intersections at once: it is an electrical product (governed by the IEC), it emits light (CIE defines light), it will sell in North America (UL certification, IES measurement methods), and it also enters the EU (CEN/CENELEC’s EN standards). Recognize the levels and the division of labor, and this string of acronyms stops being gibberish.
The three international giants: IEC, ISO, CIE
At the top of the pyramid are three international bodies.
The IEC (International Electrotechnical Commission) handles international standards for electrical, electronic and related technologies[1]. Much of the electrical safety, performance and electromagnetic compatibility of LED luminaires falls in its scope. ISO (International Organization for Standardization) covers a broader range of general industrial and management standards[2], such as quality-management systems.
The third is the one lighting people should recognize most: the CIE (International Commission on Illumination, French Commission Internationale de l’Éclairage)—the international authority on light, lighting, color and vision, headquartered in Vienna[3]. Definitions of things like glare values, chromaticity coordinates and photometric measurement (‘light itself’) mostly come from the CIE, and are often cited by the IEC and ISO. You could say the CIE defines ‘what light is,’ and the IEC governs ‘how to make a luminaire safely.‘
Professional societies and national systems: IES, ANSI, NEMA
One level down are bodies at the national and industry level, and here the US system is the one most often mentioned.
The IES (Illuminating Engineering Society) is a lighting professional society that publishes widely adopted recommended practices and measurement methods[4]—the measurement method for LED lumen maintenance, for instance, is related to it. ANSI (American National Standards Institute) does not write standards directly but coordinates and accredits US standards development and represents the US in international bodies. NEMA (National Electrical Manufacturers Association) is the trade association of electrical manufacturers, setting many electrical-product specifications. The three often collaborate: NEMA or IES drafts, and ANSI accredits it as a national standard.
The gatekeepers of safety certification: UL and NRTL
What came before is about ‘writing specifications,’ but market access also needs ‘someone to test.’
UL (Underwriters Laboratories) is a safety-science organization that both develops safety standards (UL standards) and provides product testing and certification services[5]. In North America, products often need to be tested by an accredited body like UL—that is, an NRTL (Nationally Recognized Testing Laboratory)—to obtain a market-recognized safety mark. For lights exported to North America, the UL mark is often not a hard legal requirement but a practical gateway for distribution and retail: without it, many large retailers won’t stock the product.
The European region: CEN, CENELEC, ETSI
Cross into Europe and the leads change to three regional standards bodies officially recognized by the EU.
CEN (European Committee for Standardization) handles general fields, CENELEC (European Committee for Electrotechnical Standardization) handles the electrotechnical field, and ETSI (European Telecommunications Standards Institute) handles telecommunications and radio[6]. They often turn international standards (IEC/ISO) into European-version EN standards, and among these the harmonised standards are exactly the technical basis on which a product obtains the CE mark and legally enters the EU market. A smart light with wireless control might run into both CENELEC (electrical safety) and ETSI (radio) at once.
