They all look like they’re saying ‘this product is safe,’ but their legal standing, who certifies them, and whether they’re mandatory are in fact quite different. Some are required by law—no mark, no sale. Some are a retail channel’s own threshold. Some are merely a bonus to consumer trust. For a brand owner trying to sell smart light strings into Europe and North America, confusing these marks can cost you a spot on the shelf at best—and get you pulled from the market for non-compliance at worst. This article makes them clear, once and for all, and helps you sort them into three tiers: legal prerequisites, channel requirements, and trust bonuses.
CE: the EU’s ‘self-declaration’ threshold
Let’s start with the most misunderstood: CE. Many assume CE means ‘passed some body’s testing,’ but it is in fact the manufacturer’s self-declaration—the manufacturer states that the product conforms to the applicable EU directives, compiles the technical documentation itself, and bears responsibility.
For electronic light strings, the two most relevant directives are:
- the Low Voltage Directive (Directive 2014/35/EU), which governs electrical safety and applies to electrical equipment rated at AC 50–1000 V / DC 75–1500 V[1].
- the EMC Directive (Directive 2014/30/EU), which governs a product not producing excessive electromagnetic interference while also withstanding a degree of it[2].
These two directives, together with the Radio Equipment Directive, form the regulatory basis for the CE mark on electrical equipment. Most consumer electronics can be declared by the manufacturer on its own responsibility, without necessarily requiring third-party certification. CE is a legal prerequisite for entering the EU market, but it means ‘declared conformity,’ not ‘an institution has vouched for you’—and that distinction matters.
UKCA: post-Brexit Britain’s version of CE
After Brexit, Britain introduced the UKCA (UK Conformity Assessed) mark for the market of Great Britain, which can be understood as the UK counterpart to CE.
But there’s a practical twist: the UK government later legislated to continue recognizing the CE mark indefinitely, letting businesses flexibly choose UKCA or CE to sell into the GB market[3]. Northern Ireland, still aligned with the EU single market under its protocol, continues to use CE. In other words, the ‘mandatory’ status of UKCA has been adjusted repeatedly at the policy level, so in practice you must defer to the latest guidance on the UK government’s GOV.UK site rather than acting on information from a few years ago. Of these marks, this is the one whose policy shifts most often.
UL / ETL: North America’s NRTL system
In North America the rules change again. The United States has no unified government mark like CE; in its place is the NRTL (Nationally Recognized Testing Laboratory) system—under which the Occupational Safety and Health Administration (OSHA) accredits a set of private third-party bodies to test and certify[4].
UL and ETL (Intertek) are both OSHA-accredited NRTLs. The key idea: they test and certify against the same safety standards, both marks are accepted by building inspectors and the relevant authorities, and the difference is mainly the brand of the issuing body, not the level of safety. In other words, ETL isn’t ‘a rung below UL’—it’s simply a different body’s certification mark.
For products like Christmas lights, the applicable standard is UL 588 (Seasonal and Holiday Decorative Products)—covering seasonal decorative lighting with an input up to 120 V and temporary use (installed and used for no more than 90 days), and setting safety requirements for minimum wire gauge, strain relief, overcurrent protection, and more[5]. To enter North American channels, the UL/ETL gate is all but unavoidable.
FCC: it governs interference, not safety
The FCC mark is another common sight on the box. Here’s a common confusion worth clearing up: FCC governs electromagnetic interference, not electrical safety.
FCC corresponds to the U.S. rules for radio-frequency devices under 47 CFR Part 15. A product that uses digital logic and carries internal radio-frequency signals—like a smart light string—is an ‘unintentional radiator’ governed by Subpart B[6]: it isn’t deliberately transmitting radio, but its digital circuitry generates RF energy in operation. Such products are mostly handled through the Supplier’s Declaration of Conformity (SDoC) procedure, ensuring they won’t interfere with other radio communications.
So UL and FCC are two different dimensions: one ensures the product won’t shock a person or catch fire, the other that it won’t disturb the electromagnetic environment. You need both, and neither substitutes for the other.
GS: a trust bonus in the German market
Finally, the GS mark (Geprüfte Sicherheit, ‘tested safety’), common in Germany. Its legal basis is Germany’s Product Safety Act, the Produktsicherheitsgesetz (ProdSG)[7].
GS differs from CE in a fundamental way: CE is self-declared, whereas GS can only be granted after testing by an authorized body, and it typically requires periodic inspection of the production facility, with certificates valid for at most five years. As a result, GS is regarded in German-speaking regions as a tier of trust above self-declaration—it isn’t mandated by EU law, yet it’s a bonus the German market, and some retail channels, weigh heavily. To break into German-speaking markets, GS is often ‘not legally required, but effectively necessary.‘
The confidence behind certification comes from mass-production quality and a solid foundation
Certification isn’t about slapping on a label—it’s the result of a product genuinely meeting the corresponding requirements.
